The Disclosure and Barring Service (DBS) is running a series of free online workshops throughout Safeguarding Adults Week.
There will be dedicated events for organisations based in the East Midlands, Yorkshire, the Humber, the South East, and the South West.
All sessions will take place on Microsoft Teams.
Safeguarding Adults Week DBS Activities in the East Midlands
DBS barring workshop on behalf of the Derbyshire and Derby Safeguarding Adults Boards.

DBS Overview: ‘who we are and what we do’ workshop for Safeguarding Adults Week
Date: Monday 18 November

Free Disclosure & Barring Service (DBS) workshop open to all organisations and groups, this session will outline the role of the Disclosure and Barring Service:
- Understanding DBS checks and role eligibility, including levels of check and workforce
- How “regulated activity” with children and adults is defined and what this means in practice.
- An organisations duties and responsibilities in regard to referring to the DBS.
- Understand the DBS barring process and the consequences of being placed on one or both barred lists.
- How to get support from DBS.
DBS Checks & Eligibility workshop for Safeguarding Adults Week
Date: Tuesday 19 November
Time: 2.00 pm – 4.00 pm
This session will focus on the different types and levels of DBS check available. We will discuss when it is appropriate to apply for a check, and the information disclosed on a DBS certificate.
The session will include:
- The role of the Disclosure and Barring Service (DBS) within safer recruitment and employment.
- DBS checks: available types, levels and ‘workforce’.
- What regulated activity is.
- Regulated activity provider obligations to refer a staff member or volunteer to DBS when there are safeguarding concerns.
DBS barring functions and when the legal duty to refer applies
Date: Wednesday 20 November
Time: 10.00 am – 12.00 pm
This session will provide insight and guidance into the DBS Barring functions. It will also cover when an organisation must by law refer a staff member or volunteer to DBS following safeguarding concerns.
The session will include:
- How DBS and organisations can work together to safeguard vulnerable groups.
- What ‘regulated activity’ is.
- When a DBS barring referral should be made, including when the legal duty is met.
- The three different referral routes.
- How to make a good quality referral.
- The consequences of not making appropriate barring referrals.
- The consequences of being included on one or both Barred Lists.
DBS Barring Referral Service: a guide to making referrals to DBS
Date: Thursday 21 November
Time: 1.00 pm – 1.30 pm
This session will cover:
- Brief on when referrals must be made by law and who is responsible for making the referral.
- How to securely make the referral via the DBS Online Barring Referral Service.
- Supporting documentation and information to support the assessment of the referral.
- Reference points in relation to UK GDPR and the Data Protection Act 2018.

DBS Checks – Understanding Eligibility

Learn about the different types and levels of DBS check available, and when you can apply for a DBS check.
The session will cover:
- The role of DBS within safer recruitment and employment.
- The different levels of DBS checks.
- When an employee/volunteer is eligible for a check.
- What regulated activity is, with adults and children.
- Regulated Activity provider obligations to refer a staff member or volunteer to DBS when there are safeguarding concerns.
DBS Barring Functions – When Does the Legal Duty to Refer Apply?

Time: 1.00 pm – 3.00 pm
Learn about DBS barring functions, and when an organisation must by law refer a staff member or volunteer to DBS.
If you have staff engaging in regulated activity, you have a legal duty to make a barring referral to DBS where certain conditions are met. This legal duty applies to both paid and unpaid staff.
This session will cover:
- How DBS and organisations can work together to safeguard vulnerable groups.
- The three different barring referral routes.
- When a DBS barring referral should be made, including when the legal duty is met.
- What is relevant conduct and the harm test.
- What regulated activity is, with adults and children.
- How to make a good quality barring referral.
- The consequences of not making appropriate barring referrals.
- The consequences of being included on one or both Barred Lists.
